JHPs are designed to stop in the initial target via the expansion of the bullet which dissipates the bulk of its energy as it makes contact. As a consequence, JHPs slow down and significantly reduces the possibility of "over-penetration" whereby unintended targets could be hit. Essentially, JHPs are a safety item.
Alternatively, if a person uses regular Full Metal Jacket (FMJ) ammunition in their defensive firearm, the shooter could open himself up to criminal prosecution for harming a bystander, a civil lawsuit for wrongful death, or both.
